After repeated analysis and research, it is believed that there may be a problem with the manufacturer's supply: the manufacturer may mistake the two electric heaters for three-phase electric heater supply. When the line is changed to two-phase electrical connection, the power is turned on again, the electric heater works normally, the connection line is no longer hot, and after the set temperature, it is operated at a constant temperature. At this point, the problem is all solved.
